abstract = "Este trabalho prop{\~o}e uma estrat{\'e}gia de Gest{\~a}o do
Conhecimento (GC) para o Centro de Rastreio e Controle de
Sat{\'e}lites do Instituto Nacional de Pesquisas Espaciais (INPE)
de forma a suprir a lacuna de conhecimento em
prepara{\c{c}}{\~a}o e execu{\c{c}}{\~a}o de
opera{\c{c}}{\~o}es da cr{\'{\i}}tica fase de
lan{\c{c}}amento e {\'o}rbitas espaciais (Launch and Early Orbit
Phase LEOP) de sat{\'e}lites h{\'e}lio-s{\'{\i}}ncronos de
observa{\c{c}}{\~a}o da Terra. Em todos esses anos de sucesso em
opera{\c{c}}{\~o}es de sat{\'e}lite, este Centro n{\~a}o
conseguiu obter todo o conhecimento e experi{\^e}ncia
necess{\'a}rios para a prepara{\c{c}}{\~a}o e a
execu{\c{c}}{\~a}o destas opera{\c{c}}{\~o}es de LEOP. Uma
revis{\~a}o sobre o tema GC e a evid{\^e}ncia do estado da arte
da GC em ag{\^e}ncias espaciais estrangeiras e empresas do
Brasil, com ou sem modelos para implantar a GC, foram
refer{\^e}ncia para compor a estrat{\'e}gia. Estrat{\'e}gias de
GC evidenciadas em trabalhos correlatos igualmente foram
consideradas no estudo. A estrat{\'e}gia proposta detalha todas
as etapas do processo e indica os recursos para a coleta e
an{\'a}lise das informa{\c{c}}{\~o}es. Inicia com o
levantamento do estado atual do conhecimento e o desejado, deriva
requisitos para, na sequ{\^e}ncia, valid{\'a}-los com os
principais stakeholders e evidencia as barreiras e os
capacitadores da GC do ambiente de opera{\c{c}}{\~o}es. Gera o
mapa do conhecimento relevante para as opera{\c{c}}{\~o}es de
sat{\'e}lites, evidencia neste mapa as lacunas de conhecimento e
prioriza as lacunas a serem tratadas. Ao final, prop{\~o}e um
Plano de GC para este Centro, contendo a{\c{c}}{\~o}es que
utilizem li{\c{c}}{\~o}es aprendidas e melhores pr{\'a}ticas do
arcabou{\c{c}}o de conhecimento resultado da pesquisa realizada
para este trabalho. A execu{\c{c}}{\~a}o de todas as etapas da
estrat{\'e}gia de GC insere a GC no contexto das
opera{\c{c}}{\~o}es de sat{\'e}lites e supre a lacuna do
necess{\'a}rio conhecimento. ABSTRACT: This work proposes a
Knowledge Management (KM) strategy for the National Institute for
Space Research (INPE) Satellite Tracking and Control Center in
order to fill the knowledge gap in preparation and execution of
critical launch and early orbit phase operations (Launch and Early
Orbit Phase - LEOP) of Earth observation helio-synchronous
satellites. In all these years of success in satellite operations,
this Center has not been able to obtain all the necessary
knowledge and experience for the preparation and execution of
these LEOP operations. A review on the KM theme and evidence of
the state of the art of KM in foreign space agencies and companies
in Brazil, with or without models to implement KM, were a
reference to the strategy. KM strategies highlighted in related
work were also taken into account in the study. The proposed
strategy details all stages of the process and indicates the
resources for collecting and analyzing the information. It begins
with surveying the current state of knowledge and the desired one,
derives requirements to then validate them with the main
stakeholders and highlights the KM barriers and enablers of the
operations environment. It generates the relevant knowledge map to
satellite operations, shows in this map the knowledge gaps and
prioritizes the gaps to be treated. In the end, it proposes a KM
Plan for this Center, containing actions that use lessons learned
and best practices from the knowledge foundation resulting from
the research carried out for this work. The implementation of all
stages of the KM strategy inserts KM in the context of satellite
operations and fills the gap of the necessary knowledge.",
